You take Batman '89's music, add the campiness of Adam West's Batman from the '60s and give Al Pacino absolute autonomy to do what he wishes. You also have awesome casting, excellent make-up, grand set designs, and amazing costuming, and you have Dick Tracy. 

Really, all you need is Al Pacino. He took this role and poured cocaine on it.
